Before you can face Lt. Surge, you must find the two buttons. This is one of the hardiest things to do. It is mostly done by pure luck. Once you find the two buttons, you can face Lt. Surge. A good ground type Pokemon should get the job done.

The same way you beat the 8 Johto gym leaders, and the same way you will beat the next 7 Kanto gym leaders, battle them with Pokemon who are strong enough to beat them.
