Well first you have to go to the kanto radio station and then talk to this guy at the first floor (I can't remamber which one so just talk to all of them and one of them will give you a radio station card so then go back to the snorlax and then go to your pokegear then go to your radio then select the signal around the center then once you find the signal talk to the snorlax and then you will encounter it (they come back so if you make it faint or somthing else thats not your only chance! :D

Restore power to the power plant (the details of how to do that can be found in the Q&A). Then go to the Kanto Radio Station and speak with the man against the back wall to get the expansion card. With that card, you can manually set the pokegear radio to the pokeflute channel (upper center). With the pokeflute channel playing, interact with the Snorlax. If you beat it, you can refight it after beating the elite 4.

Use your radio and play a certain channel to him. He will wake up and battle you.
