Before you can get the Medicine, you must defeat the Cianwood City Gym Leader. Once you have done this, you can get the medicine from someone in Cianwood City.

For one thing, Jasmine is a steel type gym leader. The ampharos is just the Pokemon that lights up the light house.
To get the secret potion you have to surf to the left in order to get to Cianwood city. There is a building by the Pokemon center. Talk to the guy inside. Then bring it back to the lighthouse.

First of all you need to defeat the gym leader first. Then there is a pharmosy next to the poke center. When you defeat chuck. There are two guys in the pharmosy. One guy gives you the medicine, and the other is for a shop. If he says,"need some medicine?" it's the wrong guy.
