It depends on which one your talking about but if it's misty then you go throw the path above her gym after fixing the power plant if it's bane then you go up the ladder in seafome cave or if it's blue then you collet all the other badges then talk to him at canabar islands if it's not waney of thees then levee a message in my puplick page and I'll get back to you ( to get to my puplick page you click on my name ) hope this helped

Most Gym Leaders are just in their gyms. Morty is in the burnt tower, Jasmine is in the lighthouse, Pryce only appears after beating the Rocket Hideout. Misty appears north of Cerulean after restoring power to the Power Plant, Blue is on Cinnabar and will only leave after aquiring 15 badges. Every other gym leader is in their gym.
If you are looking for the gym leaders to get their phone numbers, you need to beat the elite 4 first.
