Go to the lake of rage. There will be a shiny gyrados ctach him or make him faint. Then you will see Lance and his Dragonite. Talk to them. Lance will ask you to help find where the signal comes from. Which is the unofficial pokemart. Then go through defeat team rocket and then you have to go defeat team rocket at the radio tower in Goldenrod City thenm after you finish that you are able to pass the guy who won't let you through.

If you mean the actual last gym, the one in Viridian, then you must obtain 15 badges (all except this badge). Next go to Cinnibar Island and talk to Blue. He should leave and you can go to his gym.
