You can't. It's impossible. Shadow Lugia resides only in the Pokemon XD: Gale of Darkness game. It cannot be transferred out of that game, or created in another. The data just doesn't exist.

No you get it of of Pokemon xd gale of darkness you get a gamecube or nintendo 64 (I forgot) and get one of those gamecube gameboy devices and transfer it on you're gamboy Pokemon game then go to pal park and get shadow Lugia it wont mess up the game or anything thats the manual way
