You'll first need to travel south across the sea to Cianwood City. Go to the pharmacy there, and get the Secret Potion. Once you have that, travel back to the lighthouse's peak and give it to the gym leader so that she may cure the Pokemon. Easiest way is to beat the gym in Ciamwood before you leave, as you'll get the HM Fly right after that. Makes the trip back a lot easier.

After you talk to her exit the light house and got to cianwood pharmacy and get the secret potion take it to the light house and give it to her she will use it and leave then go to the gym the gym trainers wont battle you tho

First talk to the Gym leader then she will tell you about a pharmacy in Cianwood City. Using The HM Surf go down south to Cianwood. Beat the Gym leader there(fighing type he has a Primape and a Poliwrath) get the HM fly when you walk out of the gym. Go to the pharmacy which is just to the left of the Pokemon Center (I think) get the medicine. Dont leave Cianwood city just yet though. Go very top of the city and then you'll find SUICUNE! FInd Eusine and go back to the light house give the medicine to the Gym leader and she will go back to the Gym!
