Arceus is an event only Pokemon. The event is already over though. Only way now to get it is through trading or using an Action Replay code. If you have wifi try asking for one in the Pokemon Trading Forum. Someone there may be able to trade you one.

Sorry, but you can only obtain ARCEUS through an event that is over now. Nintendo may organize a new event for him, though. But until that the only ways to get ARCEUS are to migrate, trade, use Game Shark, or use Action Replay. There is a trading forum at this site:

Not entirely true that you need to use codes to get it.
Don't ask me how or why, but with doing the quest of getting the Farfetches for the apprentice (after defeating Bugsy) while going for the 2d farfetch, I ran close to the tree's in the top and encountered an Arceus, lvl 6.
Just saying it, since people haven't encountered it or mentioned it.

I caught mine at the bell tower with a scary plate then when I went to the elm lab he gave me the reverse orb. It is a orb where you can travel to the reverse world and then I caught lvl 100 giratina

You can get arceus in Pokemon heart gold after obtaining all the kanto badges and go to violet city , the special delivery boy dressed in green colour would give you a level 100 arceus!!!!!!!!!!!!!!
Then you have to meet the person in the ruins of alph with only having arceus with you he will take you to the ruins of alph and you would be sent to the sinjo ruins you will meet a girl you have to go with that to the place of the legend you have to step either on the ring of dialga,palkai or giratina. You would see how arceus created the world and you would obtain the Pokemon of level 1 on which you have stepped and you will be redirected to ruins of alph
