After you've beaten all the Johto gym leaders and talked to Professor Elm, go to Dance Theater in Ecuteark city. You'll be given the Tidal Bell after you defeat the Kimono Girls in battle. Be careful though, once you start battling them your not going to get a break till you beat them all. So make sure your Pokemon are ready for battle and you have healing items on hand.

Yup, kind of like the Elite Four; careful, I believe they have Flareon, Vaporeon, Jolteon, Umbreon, and Espeon, so the Eeveelutions of gen 1 and 2
