Is it near the end of the Johto part of the game? If he's beaten the first 8 gyms, then you'll just need to go to the dance hall in Ecruteak City.

Yeah he then must battle all of them and he will then have the opportunity to catch the Pokemon on the cover, Lugia I suggest using the master ball a great reference for Pokemon questions one of our site admins cross stinger is a master of Pokemon games
