Sorry, but it is impossible to catch a starter Pokemon in the wild. Whichever one you choose, you will be stuck with. As for which one you want to pick, it's a matter of personal preference, since neither is better or worse than the other. However, it is possible to use the Global Terminal in Goldenrod City to trade over Nintendo Wi-fi and get another starter (Totodile, Chikorita, or Cyndaquil).
