You'll probably need to defeat the sages at Sprout Tower first. After that, he should appear.

First the dark does not lead to violet city I should know. Get out of there take a left outside the dark cave and you should end up in violet city the gym leader won't be there though you first have to beat the bellspourt tower at the top your rival should finish his battle the elder and have had received the move flash from the elder you'll get one too if you beat him and so you don't have to go down all those floors there is a escape rope next to him then falkner should be there at his gym he has a pidgey and a level 13 pidgeotto with roost hope this helps

first of all you need to go to sprout tower (located in the northern part of the city) and defeat every single sage in that tower then go back to the gym and then step in the brown lift or something then it will lift you to the 2nd level of the gym and there you will find Falkner and 2 other birdkeepers with pidgeys and and spearow ... hope this helps

I didnt realise either but you can go between the bellsprout statue and the pillar so you can get to the red haired guy and another bald dude
