You'll need to get to the part of the game where one is blocking the entrance to a cave. Play the Pokeflute radio station for it and it should wake up to have a quick battle with you. During that battle, you have your chance to catch one, so don't pass it up. Just weaken it and use lots of Ultra Balls.

First go to Lavender Town, and you find that the Radio Tower is broken. Go to the Power Plant south of Rock Tunnel to investigate (you'll later find Zapdos there when you get all 16 badges). You'll learn that a machine part has been stolen by a shady individual in Cerulean City. Go inside the Gym, and a Rocket Grunt will run out (you can face him later for funzies). In the gym somewhere, there is the Machine Part. Go back to the Power Plant and give it to the owner to restore power. Upon returning to the Radio Tower in Lavender, you'll get a radio expansion, with the Poke Flute Channel. In Red/Blue/Yellow/Fire Red/ Leaf Green it awoke sleeping Pokemon. Go near the Snorlax and put the channel on. It'll awake and attack you at Lv 50. Try to catch it.
