Catch him in Heart Gold as you should have done with Groudon in Soul Silver and then trade him over to Soul Silver. Doing this unlocks Rayquaza, once you show Professor Oak the Kyogre.

You must transfer it to Pokemon Diamond, Pearl, or Platinum, and then trade it from there onto your SoulSilver. You can also get it by using an Action Replay or trading it from a friend.
