Can't really tell you why, but I do know where you could find help. Go here and make a thread, detailing what you're doing to try to get it to work. There are a few people there that are REALLY good with the device. I'm sure they can help you out.

yea. did that to me too. i gave up and played regularly for a month or so... i used the action replay on it again and it worked. still don't know why it did that...

Lolz same thing happened to me I JUST got my action replay today and it works with my heartgold my white my black my pearl and my platinum but no my soulsilver everytime I try it says "could not access saved file please turn off game and reinsert cartridge"
