Here is how you get the Magnet Train Pass:
You must visit the Copycat girl in Saffron City. She will tell you her doll is missing, and you will find it for her if she gives you the pass. She agrees. You must then go to Vermillion City. You must talk to the man in the Pokemon Fan Club. He will give you the doll. Once you leave, you will talk to a guy named Steven Stone. He will talk to you about Latios. Latios will then be roaming around Kanto. You can then return the doll to the Copycat girl, and she will give you the pass.

Youre supposed to get the dude before you do copycats favor otherwise you did something wrong, your game messed up, or you forgaot you already talked to him.
