Raikou.
Can anyone tell me an easy way of finding and capturing Raikou?
I used false swipe and it is at one hp and it is paralyzed but as soon as I throw my ultra ball it breaks
free and flees.I already used my Master ball :(

Try using Mean Look so that you can throw more than one Ultra Ball per battle. Mean Look prevents Raikou from fleeing(unless it uses roar). There's no sure fire way to catch Raikou, but the Mean Look does help.

Thanks a lot.I didn't have a pokemon with mean look so I paralyzed it and brought it down to one hp and used a fast ball.It worked!

Try putting it to sleep. Sleep is the most effective way to catch a Pokemon.
