You have to go to the PC in the Pokemon Center, log in, Then go onto YOUR PC (not Bill's, or hall of Fame). There should be a tab that says ball capsules. Touch it, and it will take you two fifteen Pokeballs. Click on one. Then find the seals you want, and put them on the capsule (maximum of eight).

You go to a Pokémon center and open your pc. Not bills or what’s not. You go down and select ball capsules. You’ll see twelve blue poke balls. You select one and choose edit. After your done you can test it. When you exit out to choose another poke ball, you can choose the one you edited and choose set. After you do that, you can choose a Pokémon in your party to give that seal effect on. Then your done.Search for more answers for Pokemon Soul Silver or ask your own question here.
