Hidden Power

How exactly can I find out what Type of Move "Hidden Power" is for my Unowns? I heard the move type varies with the user, and I heard that using it on a Kecleon is a good way to find out it's type because of Kecleon's Color change ability, but I can't find a wild Kecleon or a trainer who uses a Kecleon. So please, can you list the different ways on how to find out what Type of move Hidden Power is depending on the user?

There is a man in Celadon City who will let you know what type your Pokemon's Hidden Power will be. You can find him in the Prize Center of the Game Corner. He can be found in the top right hand corner of the room.

There is a guy somewhere in a Pokemon center who will tell you what type hidden power will be when you teach it to your pokemon
