go to professer oaks lab after beating red and beated groudon or kyogre talk to him and he will tell you to go to mr.pokemon's house to retrieve a $2.50 sub sandwich and stuff it in your mouth smack yourself

the lock capsule when put into sprout tower warps u to legends tower. then the capsule will crack, adding legend key to ur key items.
this only works on soulsilver.

Currently there is no information on the lock capsule they say it's connected to zoruark in pokemon black and white

Within Gen IV Pok�mon games, the Lock Capsule is useless. It unlocks nothing and all it does is fill space within the Key Item list.

However, while it does nothing in HG/SS, you can transfer it over into the upcoming Pok�mon Black and White games through the same method used to transfer the Shiny Legendary Beasts and Event Celebi, so in BW, you don't have to beat the Elite Four first. Bring it to a certain NPC to unlock the Lock Capsule and gain TM95, Bark Out (Dark-type attack). Reason why it was in a Lock Capsule was because, plot-wise, Team Rocket was after it, so it was sealed.

Basically, wait until Black and White, and you get an exclusive TM.

U have 2 have the Pokemon black and white versions (Either 1 will do) and then you use the relocater and then you transfer it to Pokemon black OR white then go 2 castellia city and go to a place and it has a floor:the 11th floor and then whenu r up there, talk to the guy that looks like a clown (mr. Lock) and he will open it 4 u. (I don't have a lock capsule YET but I just found out the anser 2day while just lookin around the city... Hope this was helpful
