How can you make pikachu learn Volt tackle???... Plz help

It's kinda difficult! I'll do it in steps.
Step 1: Get a female Pikachu.
Step 2: Give it a Light Ball to hold ( a Light Ball isn't a Poke Ball,it's an item)
Step 3:Get a Male Clefairy (Or any male pokemon in the fairy egg group)
Step 4:Put them both in the day care
Step 5:Leave them for a while, and soon after talk to the old guy outside the daycare ( Or wait for him to call you if you've done the daycare egg process before and you told him to call you next time this happened)
Step 6:He'll ask if you want the egg your pokemon's holding. Say yes and take it.
Step 7: Hatch it and out will come a Pichu. It will know Volt Tackle!
Step 8: Evolve the Pichu and you'll have a Pikachu which knows Volt Tackle!
Whew! There's just one problem. It's very hard to find a Light Ball. Sometimes, a Pikachu may be holding a Light Ball. So, teach Thief to any pokemon who could learn it. Then look for a Pikachu and use thief on it. Problem is, Pikachu don't hold a Light ball. I don't know any trainer Pikachu who would hold one either. Hope I helped!

Pikachu does hold light ball it might take a while to find one that does but i did it

in soul silver once youve beatin the elite four go to the top of mount silver with a pokemon that knows theif.when the trainer sends out his pikachu use theif on it and steal its item

use thief on Red's pikachu because Red's pikachu can do volt tackle which means it must be holding the light ball
