when you chalenge a gym leader or a trainer to a remach do theire pokemon get stronger and learn new moves and stuff?

Yes, no matter what the gym leader, their Pokemon will be in levels 50-70, and many have new Pokemon, but still the same type as the gym.
And for trainers, their Pokemon will grow levels in time.
