After you have completed the story in soul silver and mostly completed small parts of the side quests can you some how unlock more small story things or is that it for the story (without cheating plz)

There really isn't anymore story to the game after you beat it, but this is Pokemon after all. If you consider training and battling different Pokemon a story, then there's an endless list of stories to be done.
