To get an Espeon you must level up an Eevee with high friendship between 4 a.m. And 8 p.m. To get it to like you more try walking with it more, have it get groomed at the Goldenrod Tunnel, and make sure it doesn't faint. You can also raise it's friendship by giving it stat raising items, like protein or iron. You can check your Pokemon's friendship level by visiting the house north of the Goldenrod Department store. The girl who lives there will tell you how strong the friendship is between you and the Pokemon that is first in your party.

You must have the Eevee's happiness at a high level before you can do anything. Once it's high enough, just level it up once more during the day time and it should evolve into an Espeon.
