I think I have the answer for you. You will find the HM Rock Smash on Route 36. A hiker will give it to you.

On the western side of route 36, talk to the young man near the sign. He will give you rock smash.

If you go to Route 36 near the Sudowoodo Tree, there will be a man there willing to give it to you.
