The Embedded Tower can be found on route 47 in a cave. You will need a Pokemon with surf and Rock Climb to get there. To get the Red Orb in Soul Silver you need to have received the National Pokedex and have gotten a Kanto starter from Professor Oak. You can't get the Blue Orb in Soul Silver it's only in Heart Gold. If you want the Jade Orb you have to trade with someone who has Heart Gold and get their Kyogre. Then you take The Groudon from Soul Silver and the Kyogre from Heart Gold to Professor Oak, he will give you the Jade Orb. Then you head back to the cave where the Embedded Tower is and catch Rayquaza. You do not need Kyogre and Groudon in your party to battle Rayquaza.
