Embedded Tower is located in Route 47 while you have to bring the Red Orb into the Embedded Tower to catch Groudon.

You need to use Rock Climb to reach the tower. The Tower is south of the Safari Zone. You get rock climb after beating the eight Kanto gyms and visit Prof. Oak
