1. Go to Saffron City.
2. Talk to the Copycat girl, house is left of Silph Co? Not sure.
3. Fly to Vermillion City.
4. Go to the Pokemon Fan Club.
5. Talk to the porky guy that you see right as you go in.
6. Fly back to Saffron City and talk to the Copycat girl again.
7. You now have the magnet train ticket.

After the power is restored, talk to Copycat in Saffron City and she'll want you to get her Clefairy doll back. The doll is in the Pokemon Fan club in Vermilion City.

Talk to Copycat in Saffron City. She says she is missing her doll. Go to Vermillion City. Go into the fan club. Talk to the guy w/ the clefairy doll. Da-da! You've got the doll. P.S. After you leave the fan club if it isn't already triggered, you'll talk to Steven about: HG:Latias SS:Latios. Then give Copycat her doll and she gives you the pass.
