You can have all of them as a partner Pokemon!you can get chimchar and turtwig by doing quests as for starly,Early in the game there is a part that you get to capture one of three Pokemon, if you chose pachurisu or the munchlax instead of starly you will only be able to get a starly if you beat the game! And then you can go on a quest to rescue the starly!
