Well I've searched for Keith everywhere after completeting the game over even after clearing up darkrai and the others, maybe Keith just went back to the fiore region? He isn't anywhere within almia region from beginning to end from where it all started. Even Sven isn't anywhere around Almia as far as I've been able to tell.

I have finished this game 9 times just trying to find keith but it's impossible I searched everywhere he is gone but I read somewhere that if you complete the pokedex and everything else you can find him apparently

If you complete the Capture Arena he’s there. Or if you finish the browser. The last time I saw him was after the final quest in the game.
