I am not very far, but judging by how you control Raikou, no. Most legendary Pokemon are bosses, so they probably have signs, too, so again, I do not know for sure, this is just a guess.

You can only use their sign at the summit of each of their own mountains to rebattle them.....you get 30000exp. each time and you can rebattle them unlimited times

you have to be where you fought them:example;to battle moltres u got ta be on faldrua volcano

You can have the signs(yes they have signs), but the Pokemon can't be friend pokemon. But you can battle them again at their mountains. You can also do that for Ho-oh.
