Can you battle Lugia with out downloading it or can I never meet luigia

You can meet Lugia without using the ranger net. I'm not even sure if there is a ranger net mission for Lugia. In order to find and capture Lugia you have to complete all 52 quests, and have every other browser spot filled. Once you have done that, go to Rand's house for mission 16.
This game is not good cause people get this game later and people can't get like heatran and shaymin and manaphy and all the ranger net quests so they can't get Lugia
