You need to have 300 Pokemon in your browser. Once you've done that head to Rand's house and you'll be given a mission. This mission will send you to the Undersea Cavern where you'll find Lugia.

You have to catch all 300 Pokemon in the Oblivia browser (NOT including Arceus, Girantina, Dialga, Palkia, Heatran or Shaymin), than you'll get a quest from Rand. One you save Blue Eyes you'll have to fight Lugia on the union. After the battle, you'll get his sign. You can choose to go to the eastern sea. Murph will ask you if you want to go to the eastern sea cavern. Say no and draw Lugia's sign. Note that even if you call Latias/Latios, it will say "Lati@s didn't appear..." So just draw Lugia's sign and you will be able to fight Lugia over and over and over as many times as you like.
