How do I catch Honchkrow. I know where he is and I've managed to catch every other flying Pokemon there is, but he's just too fast.

To catch Honchkrow, you need to charge up either Latias or Latios. You do this by holding down the Stylist when making a sign, just like charging you stylist up in battle to catch pokemon better and faster. After that, Latias/Latios will fly incredibly fast. You can also use this to charge up other legendary pokemon like Raikou, Entei and Suicune.
i have the guide for the game and it say to call latios/latias with a charged ranger sign to increase their speed
You NEED to charge up Latios to be fast enough to catch up to him. I've tried every other way.
