Were do/can I find a fearow in Pokemon ranger

You find a fearow at the Grassland Capture Challenge in Fall City. You must beat Spenser's record of 50,000 points. After that, you'll find one near the northernmost part of the area. Catching it is not too hard, it is only 6 loops, but it's fast so be wary. Provoke the attacks, and while it's resting, you should be able to capture it.
