I am stuck in veilstone city. After defeating the two team galactic grunts I tried going every city but could not reach any.

If you have already defeated the Galatic Grunts in Veilstone City, you should have Four Gym Badges. Try heading south. You should be able to head south onto Route 214. If you continue south on Route 214, you'll soon get to Route 213. Route 213 will lead you to Pastoria City (Where the next Gym is).

If you have defeated the galactic grunts the grunts will run into the warehouse and the detective (looker) will also take to you in the warehouse and then you need to go I the ware house you can also pick up HM fly and then head toward south on route 214
