I have been trying to defeat the Pokemon League for about 2 months now, and literally every time, Cynthia's Garchomp keeps on using Earthquake on my Empoleon before it can use Avalanche. It also uses Dragon Rage before my Giratina can use Dragon Pulse twice to defeat it. Please help!

It might help if your team didn't have three water types.

Remove Rock Smash from your Floatzel's moveset.
Remove Cut from your Tentacruel's moveset.

Try teaching Ice Beam to one of them.

Train your team. That is the most obvious option. I also suggest stocking up on Revives and some form of HP restorer (Moo Moo Milk, Full Restore, Hyper Potion...), and get used to switching Pokemon during the fight (switch to a throw-away to heal your attacker). If you get in enough trouble, remember that your opponent's Pokemon can run out of PP too.

I forgot to mention that I only had enough money for 9 Hyper Potions and 5 Revives then I'm stuck with only $100, approximately.

You need a fast pkmn to defeat garchomp. If your floatzel is faster, teach it ice beam. Else, replace it with a Weaville. You have too many water pokemon. Also try some ev training on the speed (if you decide to train your weaville).

The best thing to do really is to train your slow pkmn to lv 70 or something (giratina, empoleon) for your first challenge.
