This is the Q&A for Platinum version. If you have a question for Emerald version, then ask it in the Emerald Q&A.
The Azure Flute is an event item. The event never made it outside of Japan, and is long over.
The Azure Flute is exclusive to Diamond, Pearl, and Platinum. It never existed when Emerald was made, therefore it is absolutely unobtainable in Emerald. Not even hacking can change this fact.

Well there is one way to obtain it in Platinum, pearl, diamonds but it's cheating..... You can use action replay.
