Elekid cannot be found in the wild in Platinum. You must breed an Electibuzz or an Electivire. You can also trade for one. They can be found in the wild on Diamond and Pearl if you utilize the Duel Slot Mode.
Pkmn Breeder Kahlil has an Elekid for you to battle. He is found on Route 210 South.

You can catch an Electabuzz on Route 222. If you catch a Ditto in the Pokemon Mansion, put both in the Pokemon day Care, and obtain the egg, this should hatch into an Elekid.
