I believe you are talking about Rare Candies, since you cannot find RageCandyBars in Pokemon Platinum.

You cannot buy Rare Candies from the Department Store in Veilstone City. They will always say that they're sold out.

You can find Rare Candies throughout the Game. You can also buy them at the Battle Frontier. You can even Trade for them.

RageCandyBars are items from the Johto games. They are completely unobtainable in any other Pokemon game. They were normal items in GSC, where they functioned the same as a Potion. In HGSS only one is obtainable and it is a Key Item (meaning you cannot trade it away), you trade it for a TM with an NPC.

The counter in the Veilstone Department Store is always out of stock. This never changes, no matter what you do.

This can be seen as a hint that Nintendo was going to release remakes of Gold and Silver (which they did: HeartGold and SoulSilver).
