Get the key, and then fight Team Galactic.
You get the key after beating the Grunt outside the front door. He will only be there after you encounter Jupiter at Lake Acuity.

After defeating Commander Mars at Lake Verity, Commanders Saturn and Cyrus at Lake Valor, and find Commander Jupiter at Lake Acuity, battle the Galactic Grunt outside Veilstone HQ. He will give you the key.
