Poochyena cannot be found in the Pokemon Mansion. Poochyena can be found on Route 214 by using the Pokeradar in Pokemon Platinum. It is pretty rare, so it might take some time to find one.

P.S. Poochyena can't be found at the Trophy Garden anyways.
