TM02 (Dragon Claw) can be found on the Fifth Floor of Mt. Coronet. I believe this is the Floor that leads out to the Snow Area of Mt. Coronet.
TMs and HMs can be found and obtained throughout the game. If you need help finding any specific TMs or HMs, write another question. I will do my best to help.
