I believe you must have Four Gym Badges (Oreburgh City, Eterna City, Hearthome City, and Veilstone City) to make the Reporter move and have access to Pastoria City.

I have ALL OF THOSE GYM BADGES and the reporter didn't move.

To get to Celestic town you need psyduck to move then there is Lake Valor there is no way you can do it without reporters moving away from lake valorš

Talk to Cynthia's grandmother in Celestic Town
Defeat Leaders Roark, Gardenia, Fantina, and Maylene
You should be able to enter Pastoria City after completing the above tasks.
