If you breed a Manaphy in the DayCare Center, the Egg will hatch into a Phione.
You can also obtain a Phione by Trade or by an AR Code.

If you are looking for Phione, this was technically an event because there was a Manaphy Egg event, and if you breed a Manaphy, you get a Phione egg. Oh, and just in case you have an Action Replay, I have a code for the event. Here it is!:
Manaphy Egg Mystery Gift
Hold are while walking into a Pokemart and then you will see a Delivery Man. Speak to him and he will give you a Manaphy Egg. This code was tested twice and worked both times.
