You must defeat the Gym Leader in Veilstone City before you can go to Pastoria City. You may also have to defeat Team Galactic in Veilstone City, but I'm not 100% sure.
After you do this, head south of Veilstone City. If you follow the path correctly, it shouldn't take too long to get to Pastoria City.

To get to pastoria city you just go south from bowls tone city. And to move the reporter you have to beat the gym leader in canalave city then your rival will ask you to come to the library. Dawn and Rowan will be there too. Then there will be an earth quake and Rowan will ask you to investgate lake valor, the same lake that has the reporters in front of it.
