Besides an AR Code, there isn't a really easy way to get all of the Pokemon in Pokemon Platinum. If you don't have an AR Code, you will have to get all the Pokemon "the old fashion way".
Here is a List of Action Replay Codes on this Site. If you can't find one for every Pokemon, try requesting a Code Here.
