TogekIss requires you to evolve Togetic with a Dawn Stone, and Arceus is an event only Pokemon, though you might find one in the GTS. The mansion is south of Hearthome city.

To add to the other answer. If you have wifi you can't get a Togetic you can go to the Pokemon Trading forum and ask for the Pokemon there. I'm sure someone would be willing to trade with you.
