Snow can be found around Twinleaf and Sandgem Town throughout the year. It doesn't really snow in these towns, not like Snowpoint City. It's just how the game was created.
Hope this helps!
In Snowpoint City, Route 216 and Route 217, the ground is covered in snow. Naturally, Ice-type Pokemon come to live there. As for Twinleaf Town, since it is south, it will snow too, just not as much. Think of it: In our world, the Arctic is north, we could consider that Snowpoint City, Route 216 and Route 217. Antarctica is south, we could consider that Twinleaf Town and Sandgem Town.
