You could just buy 995 of each. Premier balls will be difficult, because you need to buy a certain amount of pokeballs just to get one. Master balls would require trading.
I don't see why you would want so many, 995 ultra balls alone will probably be enough to catch everything you want and then some.

You release a level 100 and then ree catch them at the safari zone.

The cheat code I have is where you could have 900x All Special Poke Balls. This code is for Action Replay DSi.
